The public consultation on the extension of the EU Steel Regulation covers the following product groups:
- tubes and hollow sections of cast iron (Combined Nomenclature No. 7303 00 10, 7303 00 90),
- non-alloy and other alloy wire (Combined Nomenclature headings 7229 20 00, 7229 90 20, 7229 90 50 and 7229 90 90),
- stainless steel wire (Combined Nomenclature Nos 7223 00 11, 7223 00 19, 7223 00 91 and 7223 00 99),
- non-alloy and other alloy forged bars and profiles (Combined Nomenclature heading 7214 10 00, 7228 10 50, 7228 40 10, 7228 40 90).
It invites manufacturers and users of those products, traders, importers, industry associations and other interested stakeholders to participate.
The consultation runs until 28 September 2026.
Upon completion, the European Commission will review the comments received and assess by 31 December 2026 whether the list of steel products should be extended.
Background
The Regulation of the European Parliament and of the Council addressing the negative trade effects of global overcapacity on the Union steel market was adopted in response to global overcapacity in the steel industry and replaced the previous EU safeguard measures on imports of certain steel products. It shall apply from 1 July 2026.
The new regulation includes, among other things:
- reduce tariff rate quotas for steel imports,
- increase the customs duty on steel imports to 50 percent,
- introduced the obligation to provide proof of the country where the steel was first smelted and cast (more detailed rules for implementation are still being prepared by the European Commission).
