The European Commission has launched a targeted public consultation with interested stakeholders to obtain more detailed information on the implementation of the Regulation and the allocation of TRQs.
Importers of steel products, freight forwarders, companies that use these products in further production are invited to participate. You can present your experience and views by filling out the questionnaire by October 11, 2026.
To protect European steel production from global overcapacity, the Regulation of the European Parliament and of the Council addressing the negative trade-related effects of global overcapacity on the Union steel market (Steel Regulation) entered into force on 1 July 2026, reducing the volume of steel imports under tariff rate quotas and increasing customs duties on steel imports to 50 per cent if a company does not apply the TRQ or if it has already been used. As of 1 October 2026, new rules on the submission of the document where steel was first melted and cast, laid down in Commission Implementing Regulation (EU) 2026/1963 specifying the type of evidence that importers must provide to prove the country of “smelting and casting”, also entered into force.
The allocation of tariff rate quotas among importing countries is determined by the end of this year by Commission Implementing Regulation (EU) 2026/1457 on the apportionment of tariff rate quotas. On 1 October 2026, a new quarterly period for the allocation of tariff rate quotas began. The European Commission will submit a new implementing regulation for the period after 1 January 2027.
In accordance with Article 1 thereof, the objective of the Steel Regulation is to address the negative effects of global overcapacity on the steel market in the Union. Measures adopted pursuant to this Regulation shall not restrict trade beyond what is strictly necessary to address the negative effects of global overcapacity on the Union steel market. In accordance with Article 11 of this Regulation, the European Commission has made available an online contact point trade-steel-regulation@ec.europa.eu.

The Ministry of Economy, Labour and Sport invites companies to inform it of any problems arising from the new regulation of the import of steel products into the European Union by e-mail to gp.mgts@gov.si or marjeta.bajt@gov.si. The information will assist the Ministry in further activities and positions on the regulation.
