At the same time, it introduces new rules regarding tracking where steel was first melted and cast.  <\/p><p>On 24 June 2026, the Regulation of the <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=OJ:L_202601384&#038;qid=1782820812771\" target=\"_blank\" rel=\"noopener\"><b>European Parliament and of the Council addressing the negative trade-related effects of global overcapacity on the steel market in the Union<\/b><\/a> was published in the Official Journal of the EU, which <b>entered into force today<\/b>. It replaced Implementing Regulation (EU) 2019\/159 imposing definitive safeguard measures against imports of certain steel products. It is prepared in response to the global overcapacity of steel production.   <\/p><p>The new regulation of imports of steel products results in <b>a reduction in the volume of tariff quotas<\/b> and an increase in the customs duty on imports of steel products after the tariff quota <strong>i<\/strong> has been used up <b>from 25 to 50 percent<\/b>.<\/p><p><b>The distribution of tariff rate quotas among importing countries<\/b> is determined <b>by the end of this year <\/b>by <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/SL\/TXT\/PDF\/?uri=OJ:L_202601457&#038;qid=1782904153413\" target=\"_blank\" rel=\"noopener\"><b>Commission Implementing Regulation (EU) 2026\/1457<\/b><\/a>, which was published in the Official Journal of the EU on 30 June. In the context of the allocation of tariff rate quotas <b>, FTCs are treated more favourably than other third countries,<\/b> with current and future FTCs being treated equally. Half of the available tariff rate quota belongs exclusively to free trade partners, while the other half of the quota can be used by all countries (including free trade partners). The European Commission will prepare a new implementing regulation that will determine the distribution of tariff rate quotas after the end of this year. It will also take into account the outcome of the European Union&#8217;s negotiations with interested third countries, including free trade partners, on the modification of tariff concessions in accordance with Article XXVIII of the GATT\/WTO.     <\/p><p>The regulation introduces <b>a requirement for melting and casting<\/b>. It will be necessary to identify the country in which the steel was first melted and cast. The European Commission will prepare an Implementing Act which will specify in more detail what evidence will have to be provided for this purpose when steel products are imported.
