The Slovenian Enterprise Fund (SPS), in collaboration with the Ministry of the Economy, Tourism and Sport (MGT\u0160), published a new public call on July 25, 2025, in the Official Gazette of the Republic of Slovenia No. 56\/2025 and on the SPS website: V7 \u2013 Voucher for co-financing the preparation of project proposals for European Innovation Council (EIC) sub-program calls under the Horizon Europe program.<\/a><\/strong><\/p>\n\n

The purpose of the voucher is to encourage micro, small, and medium-sized enterprises (SMEs) to participate in international projects by applying to EIC sub-program calls and to provide them with co-financing for the costs of preparing project proposals for EIC calls with the support of qualified external experts. The goal is to assist companies in preparing high-quality applications, thereby increasing their chances of success in these international calls.<\/p>\n\n

Companies that have already applied to EIC sub-program calls under the Horizon Europe program are eligible for co-financing, specifically: EIC Pathfinder Open, EIC Pathfinder Challenges, EIC Transition Open, EIC Accelerator Open, EIC Accelerator Challenges, and EIC STEP Scale-up.<\/strong> Eligible applications are those successfully submitted to calls open from October 29, 2024, to December 31, 2027, inclusive.<\/p>\n\n

To apply for the voucher, companies must achieve at least the minimum threshold of points set for each individual call criterion during the international evaluation. In their voucher application, they must attach proof of the score received, the so-called Evaluation Summary Report (ESR). Additionally, companies that have been invited to an interview under the EIC Accelerator Open, EIC Accelerator Challenges, or EIC STEP Scale-up sub-programs can obtain additional funds through the voucher. To do so, they must submit an additional application to the SPS.<\/p>\n\n

Between 2025 and 2028, a total of EUR 0.2 million in funds from the European Regional Development Fund and the national budget is available for this purpose. An individual company can obtain grants ranging from a minimum of EUR 500.00 to a maximum of EUR 9,999.99 for all sub-programs or activity sets combined, with a co-financing ceiling specified for each sub-program\/activity set in the public call.<\/p>\n\n

SPS provides co-financing for eligible costs up to a maximum of 60% of their value. Eligible costs include services from external contractors for preparing project proposals for EIC calls, as well as travel expenses (e.g., airline tickets) and accommodation costs in the event of an invitation to an interview within the framework of EIC Accelerator Open, EIC Accelerator Challenges, and STEP Scale-up calls.<\/p>\n\n

A company may submit an application to the public call if it acts either independently or, in the case of a consortium, as a lead partner or consortium partner in a project proposal submitted to a European Innovation Council (EIC) call.<\/p>\n\n

The EIC program is an excellent opportunity for highly innovative companies developing breakthrough technologies and products with high added value and international market potential. With the V7 voucher, companies can significantly reduce the costs of preparing high-quality applications.<\/p>\n\n

Applications for the call can be submitted exclusively via the SPS ePortal at https:\/\/eportal.podjetniskisklad.si<\/a>, until March 31, 2028, or until funds are exhausted.<\/p>\n\n

Companies can also utilize free professional assistance through the SPOT Svetovanje network when preparing applications and submitting payment requests.
